GIVEN KIM’S RECORD OF LYING ABOUT PREVIOUS AGREEMENTS TO REDUCE OR EVEN GIVE-UP HIS NUCLEAR PROGRAM AND HIS DESIRE TO STAY IN POWER, PAST PERFORMANCE IS INDICATIVE OF FUTURE PERFORMANCE.
KIM WANTED SANCTIONS AGAINST HIS REGIME LIFTED FIRST IN EXCHANGE FOR DOING THINGS HE COULD EASILY REVERSE OR LIE ABOUT.
